To All Real Estate Industry Professionals

Due to the coronavirus outbreak the Cuyahoga County Administration Building will be closed to the public as of March 18th, 2020 for the foreseeable future. During this time, the Transfer & Recording Department will continue to operate and accept filings. You can utilize UPS; FedEx; US Mail as well as a drop box that will be located in the vestibule of the administration building for documents to be dropped off. In all cases, please make sure that all documents are in the order in which you want them recorded with checks payable to the County Fiscal Office sealed in a large envelope. We recommend that you include a cover letter with any special instructions, a phone number and an email address in case the staff needs to contact someone at your office with questions. We will use the email address provided to send a PDF version of both transfer & recording receipts to provide confirmation that you have been filed. We will be operating with a skeleton crew for the next several weeks, so please bear with us as we will make every attempt to keep up with the large volume of documents that are traditionally recorded with this office.

Welcome to the Real Estate Service Department of the Cuyahoga County Fiscal Officer's office.  We are responsible for the transfer and conveyance of all documents conveying interest in land, minerals or mineral rights, such as Deeds, Affidavits, Certificates of Transfer, and Certified Copies of Court Judgment Entries.  We are also responsible for the collection of all fees and revenues associated with said transfers.  The other primary function of the office is tracking the chain of title for all properties in Cuyahoga County as to accurately reflect ownership for tax purposes. 

The office of Real Estate Services requires one of two forms to accompany every transfer, the "Statement of Value & Receipt (DTE FORM 100 ) revised 04/2014" this form is to be completed before transfer to determine the amount of the conveyance fee.  According to the Ohio Revised Code 319.202 the sum of $4.00 per $1000.00 of the sales price or value of real property and $.50 for each sublot or part of a sublot.  The other form is the "DTE Form 100(ex) revised 08/2016" this form is for the transfer of property when there is no monetary consideration, example (parent to child or husband to wife), see examples of both forms under Transfer and Conveyance Procedures below.

Notice of Increased Recording Fees Due to Ohio HB 166

Effective October 17, 2019, recording fees for most documents will increase by $6.00 due to the passage of HB 166 by the Ohio Legislature.

The new recording fee will be $34.00 for the first two pages and $8.00 for each additional page. Half of all recording fees collected are required to be submitted to the state to the credit 0of the Ohio Housing Trust Fund.

Both of the forms can be obtained at the Transfer and Recording Department located at 2079 E. Ninth Street, 4th floor, Cleveland, OH 44115, however it must be fully completed before you can transfer property. DTE FORM 100 and DTE Form 100(ex)form can be viewed and printed using Adobe's free Acrobat Reader Software.
